
On 27 March 2026, the Premier Palace Hotel in Kyiv hosted the high-profile industry conference ‘PHARMA: Strategic Priorities 2026’
This event gathered leading manufacturers, importers, distributors, and government representatives to discuss the challenges and development strategies within the pharmaceutical industry and dietary supplements market in Ukraine.
Maryna Shcherbak, a senior associate at LA Law Firm, presented at the first session, focusing on the strategic progress of the pharmaceutical sector in Ukraine. Her presentation highlighted the new Law ‘On Medicinal Products’ No. 2469-IX, addressing key changes in several areas:
- New terminology and institutions: Introduction of European concepts related to the marketing authorization holder and their local representative in Ukraine, alongside the establishment of a single State Regulatory Authority (SRA).
- Registration procedures: Overview of standard and fast-track processes.
- Quality control for imported medicines: Clarification of the roles of the SRA and the importer’s authorized representative.
- Parallel imports: Guidelines for importing medicines, including repackaging and labelling requirements, especially the inclusion of text in the official language.
- Medicine verification: Establishment of the National Verification System, including the application of unique identifiers and tamper-evident indicators on medicine packaging.
- Promotion rules: Requirements governing the promotion of medicines.
- Final and transitional provisions: Addressing legal conflicts regarding time limits that need resolution before the Law takes effect on 1 January 2027.
Following the conference, a resolution will be drafted and submitted to the relevant authorities to consider the comments and proposals aimed at addressing the challenges facing the pharmaceutical sector and dietary supplements market in Ukraine.
