Legal grounds for Free Diagnosis program developed
Paragraph 3 of Section IV “Final and Transitional Provisions” of the Law of Ukraine “On State Financial Guarantees of Medical Care to the Population” provides that in 2018-2019 state guarantees of medical care provision to the population are being gradually implemented for all types of medical care, in particular, by implementation of pilot projects for the corresponding medical services, some healthcare facilities, settlements or regions.
In connection with the aforesaid, upon negotiations with providers of primary medical services and patients, it has been decided to introduce the pilot project on implementation of state guarantees of medical care provision to the population under the medical guarantee for outpatient secondary (specialized) medical care program.
Thus, pursuant to the mentioned regulations of the Ministry of Health of Ukraine, on February 14th, 2019 draft resolution of the Cabinet of Ministers of Ukraine “Some Issues of Pilot Project on Implementation of State Guarantees of Medical Care Provision to the Population under the Medical Guarantee for Outpatient Secondary (Specialized) Medical Care Program” was put on public discussion. The draft resolution prescribes that the National Healthcare Service of Ukraine will pay for patients for treatment and diagnosis services specified in the established list.
According to the draft resolution, 45 types of medical services of outpatient secondary (specialized) medical care united in the following groups will be covered by state budget:
- laboratory tests (11 tests);
- instrumental examination (X-ray, ultrasound, other examination such as ECG, spirography, mammography, etc.);
- endoscopy and intervention (including hysteroscopy, esophagogastroduodenoscopy, colonoscopy, cystoscopy, bronchoscopy and interventions, including tumour removal and biopsy).
The planned project implementation term is 6 months – from July 1st, 2019 till December 31st, 2019.
UAH 2 billion has been allocated for implementation of this program pursuant to the Law of Ukraine “On the State Budget of Ukraine 2019”.
It should be noted that communal (except for regional) and private healthcare facilities, as well as sole traders which obtained license for commercial medical practice and meet the requirements specified in paragraph 5 of the Regulation can take part in the pilot project.
